Overview

Intelligent Transportation Systems (ITS) are being deployed across the country to manage traffic, transit, traveler information, emergency, commercial vehicle administration, and fleet/freight management systems. Each of these systems collect a variety of data to support their primary operational missions. These data collections can also be used to support secondary longer-term activities such as planning for future operations, resource scheduling, capital improvement planning, off-line analysis and research, satisfying reporting requirements, and many uses perhaps not yet envisioned. An Archived Data Management System (ADMS) collects, archives, manages, and distributes data generated from ITS sources for use in transportation administration, policy evaluation, safety, planning, performance monitoring, program assessment, operations, and research applications. These archives will also integrate conventional traffic monitoring data along with the ITS generated traffic data including information from surveillance devices along the roadway and data collected from a network of probe vehicles. This standard, ASTM E2665-08 - Standard Specifications for Archiving ITS-Generated Traffic Monitoring Data, is being developed to promote the interoperability between traffic systems and archives.

What are these standards for?

This standard, ASTM E2665-08 - Standard Specifications for Archiving ITS-Generated Traffic Monitoring Data, will provide definitions of the data elements to be archived from ITS traffic management systems, their interrelationships, and the procedures and methodologies for collection and calculation of traffic statistics. While many ITS systems collect traffic data, few maintain the data in a permanent, accessible storage media. This standard will specify the rules and definitions for moving that data from the traffic systems to the ADMS. In addition, this standard will also specify the logical database schema of the ADMS to support integration of ITS-generated data with conventional traffic count data.

Who uses them?

This standard, ASTM E2665-08 - Standard Specifications for Archiving ITS-Generated Traffic Monitoring Data, should be used by prospective ADMS designers and systems developers to avoid the process of developing their own definitions and logical database schemas. Other users trying to integrate ITS data with conventional traffic counts will benefit from the structured approach proposed by this standard.

How are they used?

This standard, ASTM E2665-08 - Standard Specifications for Archiving ITS-Generated Traffic Monitoring Data, builds upon work done by standards efforts such as NTCIP 1206 - Object Definitions for Data Collection and Monitoring (DCM) Devices and NTCIP 1209 - Data Element Definitions for Transportation Sensor Systems (TSS) which define the way in which data is collected from the field devices before being sent to an ADMS. Another important aspect to the development of an ADMS is the definition of the metadata concerning the collected data. The metadata defined in this standard will follow the format specified in ASTM E2468-05 - Standard Practice for Metadata to Support Archived Data Management Systems. This standard for metadata will guide the development of an ADMS and should be reviewed to ensure that the database schema and software to receive and store the data are consistent and can support the integration of data from multiple sources. This standard for metadata also provides guidance on the quality checks that should be applied to the data and statistics at each level of summarization consistent with the American Association of State Highway and Transportation Officials (AASHTO) Guidelines for Traffic Data Programs.

Scope

This standard, ASTM E2665-08 - Standard Specifications for Archiving ITS-Generated Traffic Monitoring Data, applies to Archived Data Management Systems for ITS-generated traffic data and to systems that combine this data source with data from conventional traffic monitoring programs. This standard also applies to the archival of travel time data collected from probe vehicles. These data are collected differently; for example, conventional traffic data consists of measurements of vehicles passing a given point over time while probe vehicles provide the time it takes for a vehicle to travel a certain distance. This standard will provide the definitions and schema necessary to integrate the sets of data.
